 What should I use for adding something to a figure?

Hi everyone! So here's the story.  I bought a Papo today.  I saw this black pegasus with a broken tail.  I had seen him before and (call me crazy Razz ) I felt bad for him.  So after asking an employee if I could get a discount, I got him 50% off!cheers   I love him and thought of making him a new tail.  I don't know what material to use that will stay on and dry nice.  Will I need glue for extra strength? Any help will be appreciated! Very Happy
