That's an interesting but somewhat sensationalistic article. I'm not sure they can tell the size of a penguin through a humerus when in the same article they mention that those penguins preserve primitive wings like flying birds. I'm not an expert but a modern penguin may have reduced wings when compared with its predecessors, thus, it won't surprise me if an emperor sized primitive penguin has larger wing bones. . Also, they should know penguins are dinosaurss.  OK, I'm not completely confortable about the subject but one thing I am sure, I discovered the two giant penguins first.
