What should I use for adding something to a figure?

Hi everyone! So here's the story.  I bought a Papo today.  I saw this black pegasus with a broken tail.  I had seen him before and (call me crazy ) I felt bad for him.  So after asking an employee if I could get a discount, I got him 50% off!   I love him and thought of making him a new tail.  I don't know what material to use that will stay on and dry nice.  Will I need glue for extra strength? Any help will be appreciated!

I'll try to remember! Do you have any ideas how to secure the tail without taking him all apart, since the model in the tutorial is a breyer which is hollow?
