They are Safari ( Monterey Bay), - but were also sold by Schleich in 1992, - the variation with brown/kaki kelp .

I have never seen them with brown kelp before, - congraylations, Phill Applause

Congratulations Phil, are they rare? I have one pair with the green kelp but i had the other pair in der he past too. But i sold that on ebay because one pair was enough for me:)

Yes, Andreas, both are rare, surely the most difficult of all MBA figurines to acquire. I'm not sure if one variant set is more rare than the other, but I have the impression that I've seen more green variants than brown ones...
