Definitely decide if it's a permanent or temporary feature you want.

Background color's the most important.  What others have said: fabric, paint inside a box, use a blueish / greenish container, use layers of colored tissue paper, even blue bubble wrap.  


You CAN use clear plastic over to emulate the surface of the water. But it glares something awful in pictures, especially if it's a bag (what I had to use) versus a single layer.. sorry for poor resolution.  

Using a cheap plastic bin from a dollar store (they come in various sizes).
