I have a old plastic Starlux buffalo with 3 legs, now my question:

Can anybody repair this?

Poor buffalo. Did you lost the fourth leg? Sad
Maybe you have to make that leg with 3d printing?

I dont tkink, this will be SO expensive...

First, find somebody with the same figurine and decent digi photo, than use 123D free photoscan software http://www.123dapp.com/catch and get 3D model of missing leg and have it printed. Models this size arent so expensive :)
