I think its paint. They did the same thing on the pups for their german shepherd mom and pups figure. Even though all the pups are connected and blackish-grey and touch sides they left the grey plastic showing in between them, which doesn't make sense to me. Plus Safari tends to have good sculpts but bad paint jobs on their figures in most cases.  

You must be right. So this figure would have to be re painted to look correct...   
Anyway, it stays on my wish list, it's probably no more than 10 minutes to correct this issue.
