That's correct. You can ship whenever you're done, before November 7th.

What description do you use on the foreign customs form for a custom? How much does you usually mark its value?

I just mark gift (at least for this, it is technically a gift), and mark whatever you feel for value - probably around the $50 mark is safe. I know if you mark a value higher than a certain number the recipient might have to pay customs fees.
